Collection and Check Plan of Water Pollution Control Fee of Pingtung County in 2019

The plan has been implemented since March 20, 2019. As of November 29, the progress of each task have been completed in accordance with the prescribed schedule, and the summary of the implementation results is described as follows: I. The inspection control and counseling tasks of business on management list of Pingtung County (I) Results and analysis of business and animal husbandry inspection tasks The project has completed 329 individual inspections or 633 cases in total on business and animal husbandry. Among them, 267 business inspections have been completed (2 in the morning), and 366 animal husbandry audits have been completed (143 of them are night-time check-up, 69 are early morning check-ups and 10 are holiday check-ups). Implementation of inspection results of business units are divided into four parts including (1) analysis of business inspection results, (2) analysis of animal husbandry inspection results, (3) analysis of night and holiday inspection results, and (4) analysis of sampling results of effluent. Analyze the implementation of the inspection operation. In terms of wastewater treatment facilities, all the business owners have normally operated. If any defects were found, owners were asked to improve them and then conduct a follow-up review until they are improved. The inspections have not found any hidden pipes and bypasses. For the business units who had any pollution concern after assessment or violation records last year, the task team cooperated with Environmental Protection Bureau of Pingtung County (PTEPB) to set up the "Night Eagle and Early Bird Project" to jointly conduct early morning, night-time and holiday check-ups, and perform 184 individual inspections or 224 cases in total on business and animal husbandry. Among them, 146 were found no pollution behaviors on site, 6 were suspended raising and 7 punishments were issued on the spot. In terms of sampling and analysis of effluents, 228 sampling work at discharge outlet were completed, 69 business or 117 sampling met the effluent standards, pass rate 50.9% and the other 55 business or 111 sampling did not meet the standards, non-pass rate 49.1%. Among them, there were 22 punishment executions in conjunction with the PTEPB. In terms of in-depth inspections of designated businesses, 3 business units including Kuo Hsing Poultry & Livestock Feeds Co., Ltd., Chengzheng Hsing Enterprise Co., Ltd., and Taiwan Tsing Beer Co., Ltd. Pingtung Long Chuan Brewery were implemented in-depth inspections according to the designation by PTEPB. All 3 business units had violations and punished by PTEPB. Through the follow-up checks by the task team, they all have completed the improvements. The task team has completed 140 business position with GPS including WGS84 coordinate positioning work and map positioning work. II. Implement the collection and check tasks of water pollution prevention and control fee of organizations. (I) Guidance for the declaration of water pollution control fee for animal husbandry (II) Guidance for the declaration of water pollution control fee for business Complete the collection of water pollution control fees for the period of 10801 (the 2nd phase of the 2018), a total of 168 companies should be levied, with a total collection fee of NT$ 2,250,340; for the period of 10807 (the 1st phase of the 2019), a total of 178 companies should be levied, with a total cost of NT$ 2,218,904. (III) Counseling for failing to pay for water pollution control fees within the prescribed time limit Completed the data check of 1,569 organizations that should be levied for the period of 10801 (2nd phase of 2018) including 1401 animal husbandry and 168 business. The total collection amount was NT$ 17,152,290, but 63 organizations failed to pay. After the on-site counseling, they have all paid. Completed the data check of 1,588 organizations that should be levied for the period of 10807 (1st phase of 2019) including 1410 animal husbandry and 178 business. The total collection amount was NT$ 19,774,233, but 69 organizations failed to pay. After the on-site counseling, they have all paid. (IV) This year, the EPA provided 25 "designated inspection targets for the suspected declarations of water pollution control fee and should check list." Among them, the check results of 6 companies were reported as declaration of compliance, 19 were reported as declaration of non-compliance, and the on-site verification information was reported to the EPA. (V) Completed 3 times of notification to the companies to declare the water pollution control fees. III. Strengthen and promote the stable operation of the automatic monitoring of water quality and quantity and video surveillance facilities. Completed the parallel alignment of monitoring signals of 3 business specified by the PTEPB, the results showed normal. Performed the verifications for 11 water quality and water quantity automatic monitoring facilities of target organizations. The on-site verification results compared with the on-site computer room showed no malfunction or trouble free. The monitoring data on site were consistent with those of the automatic connection network system. The video surveillance system operated stably, and the results of inspections were in compliance with regulations. In addition, in terms of automatic monitoring of real-time data, abnormal situations were found, including 3 times for Pingtung Food Factory of Sings Kout Trading Co., Ltd, 2 times for Pingtung Freezing Plant of Non Sheng Co., Ltd.), 3 times for Guangyi Livestock Farm, one time for Xing Poultry Food Co., Ltd. and one time for Pingtung County Meat Market Co., Ltd. After contacting the operator to notify the abnormal situation, the operator completed the improvement. This plan also reported the abnormal handling situation and tracking results to the PTEPB. IV. Completed an animal husbandry regulation briefing session, a domestic sewage reduction awareness promotion campaign, and an oil storage facility maintenance and prevention and “Water Pollution Control Act” promotion seminars. V. The plan implemented the operations of patrol teams required by PTEPB, including pollution notification of patrol team, assistance of the pollution case transferred to the inspection section, and handling results according to the handling situation of the public nuisance system to reply the patrol team. Assist 4 patrol teams to operate the dike maintenance and 7 teams to actively apply for "Integrated Community Development” related plan subsidies and "Community Care Center” plan. This year, the task team coached the patrol teams to participate in supporting activities of biogas slurry as fertilizer for agricultural land and other environmental education activities, 9 sessions in total. VI. Completed the 2019 National Water Pollution Control Affairs Review Conference.
